Legal regulation of imports of agricultural and processedAgricultural products includes two main areas:
a / licenses and certificates for the exercise of this activity;
b / exercise control over the execution received licenses and certificates.
Аctivities import licensing and import controls are linked to the implementation of the regulations of the European Union (EU) governing the Common agricultural policy of the EU on imports and exports of agricultural and processed agricultural products.
An essential element of the contested regulation is to maintain a special register of importers of agricultural products including rice.
Obtaining licenses and certificates for imports of agricultural products, including rice is also linked to the performance of another legal condition:
- Providing collateral.
Before or at the time of application for participation in the distribution of quotas and tenders for the import of agricultural products from third countries, as well as the obligation to imports of agricultural products from third countries under licenses importers submit to the Ministry of Agriculture and Forestry (MAF ) original documents incorporated guarantee matching the collateral under this Regulation.
